The order would have federal agencies build lists of “eligible” voters, and the Postal Service would only deliver mail ballots to the people on them.
There are enormous problems with this, including that the database they’d use to decide who gets a ballot makes mistakes.
It flags citizens as non-citizens. So a typo in some federal file, and your ballot just never shows up.
